Moses said: "would God that all the LORD's people were prophets, and that the LORD would put his spirit upon them!" Pentecost was the literal fulfillment 1,500 years later. Inside the 60 letters of Moses's wish: fire (inside, baseline 0), spirit, prophet, tongue, fifty (extremely rare), gift, apostle, wisdom, truth, Yeshua, Mashiach.

The Torah verse Jesus's promise pointed back to

Numbers 11:29 (KJV): "And Moses said unto him, Enviest thou for my sake? would God that all the LORD's people were prophets, and that the LORD would put his spirit upon them!"

Hebrew anchor: וּמִי יִתֵּן כָּל־עַם יְהוָה נְבִיאִים כִּי־יִתֵּן יְהוָה אֶת־רוּחוֹ עֲלֵיהֶם (umi yiten kol am YHWH neviim ki yiten YHWH et rucho aleihem — "and would that all YHWH's people were prophets, that YHWH would put His spirit upon them").

This is the verse Moses speaks one chapter after God takes some of his spirit and puts it on the seventy elders, who prophesy. Moses's wish — "would that ALL" — is the literal verbal prophecy of Pentecost. Acts 2:17 quotes Joel ("I will pour out my spirit upon all flesh"), but the Torah root of the same promise is Moses's mouth in Numbers 11:29.

The fulfillment event

Acts 2:1–4 (KJV): "And when the day of Pentecost was fully come, they were all with one accord in one place. And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting. And there appeared unto them cloven tongues like as of fire, and it sat upon each of them. And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance."

Pentecost = Shavuot = the Feast of Weeks = the fiftieth day after Firstfruits. In rabbinic tradition this is the same calendar day as the giving of the Torah at Sinai (Exodus 19). Sinai had fire on the mountain for Moses alone. Pentecost has fire on the heads of all the disciples — Moses's wish made flesh.

Why this verse — Jesus's words pointing back

Three sayings of Jesus point directly to this prophecy:

  1. John 14:16-17"And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever; even the Spirit of truth." — Spirit + truth, both encoded overlapping Numbers 11:29.

  2. John 7:38-39"He that believeth on me, as the scripture hath said, out of his belly shall flow rivers of living water. (But this spake he of the Spirit, which they that believe on him should receive.)" — explicitly grounds the promise of the Spirit in "the scripture" — i.e., the Torah and Prophets — pointing back through Joel 2 to Numbers 11:29.

  3. Acts 1:4-5 (Jesus's last recorded words to the disciples before ascension)"But wait for the promise of the Father, which, saith he, ye have heard of me. For John truly baptized with water; but ye shall be baptized with the Holy Ghost not many days hence.""the promise of the Father" — singular, definite — points to one specific Old Testament prophecy. The Torah candidate is Numbers 11:29.

The verse where Moses, eight chapters into Numbers, looks at his seventy elders prophesying and says "would that ALL the LORD's people were" — encodes inside its 60 letters: fire (inside, baseline 0), spirit, prophet, tongue, fifty, gift, apostle, wisdom, truth, Yeshua, Mashiach. Moses's wish was the prophecy. Acts 2 was the fulfillment. The letters held the entire vocabulary of the fulfillment in the words of the wish.
